Yet again, the Bay Area Air Quality Management District is playing the death by delay game. At the last Stationary Source meeting on February 25, staff reneged on their promise to develop a modified Rule 12-16, incorporating our demands for firm numerical limits on toxic and greenhouse gas refinery emissions. Last December, after years of public demands, they agreed to bring this rule to the Board for consideration by May. In February this became maybe, sort of by December.
The is an unacceptable game, designed to delay consideration until key public allies on the Board are term limited after the November elections.
We must make it clear to all concerned that we will not tolerate these games and delays. The staff continues to permit refinery projects to expand capabilities to process tar sands and extreme crude, placing our communities at greater risk from toxic pollution, bomb trains and higher greenhouse gas emissions.
