A rapid phased decommissioning of oil refining capacity in California is an essential part of achieving state climate goals and will allow communities to plan a just transition for workers and communities.
The Climate Center has launched a campaign to get the California Air Resources Board to create a plan for refinery decommissioning.

Dear California Air Resources Board:
The climate crisis threatens the future of life on Earth. It also offers us the greatest opportunities for creating a positive future for ourselves, our children, and all life. “We are in a climate damn emergency,” Governor Newsom acknowledged in September 2020, amid record-breaking heat, wildfires, and smoke storms. “Across the entire spectrum, our goals are inadequate. We have to step up our game” and we must “fast-track our efforts.”
The Air Resources Board regulates refineries in California. We urge you to acknowledge that quickly starting a gradual decommissioning of refining capacity is an essential part of the most feasible path to achieving state climate goals with proven technology. This is crucial because a gradual ramp-down allows our transition to be just and the only way that a gradual ramp-down can protect our climate is if we start now.
Please take action on this matter as soon as possible.
